Getting a New KWA Water Connection in Kochi: The Real Steps
Kerala Water Authority will not tell you what a new connection costs until an engineer has looked at your gate. Everything else is documented: the eTapp form, the papers you actually need, and the 15 day deadline you are entitled to.
Of all the paperwork involved in building a house in Kochi, the water connection is the one with a hole in the middle of it. You cannot find out what it costs until an engineer has come and looked at your gate.
That is not a rumour. KWA's own new connection page says the fee is worked out after field verification and communicated to you by SMS. Everything else about the process is documented, published and reasonably quick, which makes the pricing blind spot stand out more than it should. Here is what actually happens.
What documents do you actually need?
Fewer than most people assume. Two are always required. The rest depend on your situation.
- Identity proof. Always.
- An ownership certificate for the property. Always.
- A BPL ration card copy, if you are claiming the below poverty line exemption.
- A power of attorney, if the applicant is abroad.
- An owner's certificate, if you are a tenant applying on someone else's property.
- A pipe-laying certificate, if your service line has to cross someone else's property to reach you, which is what interior plots off a main road run into.
Note what is not on that list. Plenty of guides still circulating online tell you to bring four copies of a plan drawn by a KWA licensed plumber, a permit for the inside installation, and an agreement on fifty rupee stamp paper. None of that appears on KWA's own list of what to upload. If a guide has you gathering stamp paper before you have even applied, check it against the KWA page before you act on it.
How the eTapp application works
Applications run through eTapp, KWA's portal at etapp.kwa.kerala.gov.in. Register with your name, an email address, a mobile number and a password. You get one account per email and per mobile number.
Then log in and choose Apply New under Water Connection. The first thing it does is send an OTP to your mobile, so start this with the phone in your hand. After that: pick your district and local body, drop a pin on the map for the property, enter your Aadhaar number and a landmark, then the full address and the connection category. There is a field for the consumer number of the nearest existing KWA connection, but the form itself marks it optional, literally "only if possible". If a neighbour's bill is handy it saves the engineer a step. If not, move on.
Upload the identity and ownership documents, answer the question about whether you want KWA to arrange a plumber for you, accept the agreement and submit. If a long government form on a phone is not your idea of an evening, you do not have to use the portal at all. KWA states that applications may also be submitted through Akshaya centres and Jana Sevana Kendrams.
How much does a KWA water connection cost?
The connection itself is quoted only after inspection. The running cost is published, and it is low. These rates took effect on 3 February 2023 and are still the ones KWA publishes as current.

The 15 day clock you are entitled to
Under the Kerala State Right to Service Act, KWA lists a stipulated time limit of 15 days for a new water connection. Who you chase when that passes depends on which category you are in, and the two ladders are not the same. Getting this wrong means appealing to an officer one rung too high, which slows you down rather than speeding you up.

Knowing the designation and the appeal route changes the tone of the follow-up conversation considerably.
Where it genuinely gets stuck
The road. If field verification decides your service line has to cross a public road, the application pauses right there. You get an SMS, log back in, and download a road cutting plan along with a letter addressed to the relevant authority. You take that away, obtain the permission yourself, and upload the approval copy back into eTapp. KWA hands you the paperwork, but the office you take it to runs on its own timetable, and that is where the weeks go.
