Can You Buy a Kerala Lottery Ticket Online or From Outside Kerala?

No. Buying a Kerala lottery ticket online is illegal, and so is buying one from outside the state. Kerala runs a paper-only lottery: the Directorate of Kerala State Lotteries' own FAQ states that "as per rule only physical tickets are permitted to sale" and that "no agent shall sell lotteries through internet or through social media." The Supreme Court upheld Kerala's power to ban computerised and online lottery sales back in a 2005-notification challenge, and that ban still holds. What you can do, regardless of which state you live in or whether you are an NRI, is walk into a licensed lottery shop while you are physically present in Kerala and buy a ticket there in person. Can I buy a Kerala lottery ticket online?

No, not from anywhere, including from inside Kerala itself. This is the most common confusion: people assume the ban only applies to buyers outside the state, but Kerala prohibited online and computerised lottery sales for everyone in a series of notifications issued under Section 5 of the Lotteries (Regulation) Act, 1998, and the All Kerala Online Lottery Dealers Association's challenge to that ban was rejected by the Supreme Court. The department's official app, Kerala Lottery Official (also listed as Bhagya Keralam on the Play Store), lets you scan a ticket to check if it is genuine and look up whether it has won, but it does not sell tickets. Any website, app or WhatsApp forward that offers to sell you a Kerala lottery number or ticket online is not running an authorised channel, and a ticket bought that way has no legal standing if you try to claim a prize on it.

Is it legal to buy Kerala lottery tickets from outside Kerala?

Buying a ticket while you are outside Kerala is not legal, because the restriction sits on the selling side: the department's rules say no agent shall sell Kerala lottery tickets outside the state, directly or indirectly, and that includes courier, post or a contact who buys on your behalf and mails it to you. What is legal is the reverse: you travel to Kerala and buy the ticket yourself, in person, from a licensed agent. Tamil Nadu and Karnataka winners show up in the news periodically after buying a ticket on a visit to Kerala, not from wherever they normally live.

What about the rule letting Kerala sell tickets in other states?

In December 2024, Kerala amended the Kerala Paper Lotteries (Regulation) Rules, 2005 to allow its lottery to be sold, through agents the state government appoints, in other states and Union Territories that already permit lottery sales under their own laws, among them Goa, West Bengal, Sikkim, Nagaland, Maharashtra and Punjab. This is a government-to-government authorisation, not a green light for anyone to sell or ship a Kerala ticket across a state border on their own, and it still excludes online sale entirely; a ticket sold under this route, if and where it rolls out, would still have to be a physical ticket handed over by an appointed agent. Until such an agent is appointed and confirmed for a given state, buying in Kerala in person remains the only lawful route outside the state's own borders.

Can I claim a prize if I do not live in Kerala?

Yes, as long as the ticket itself was bought legitimately, in person, from a licensed agent in Kerala. Where you live afterwards does not affect your right to the prize. You submit the original ticket with the required identity documents within the claim window, and larger prizes are settled through a nationalised bank account, which works the same whether that account is in Kochi, Chennai or Dubai.
