How to File a Consumer Complaint in Ernakulam: e-Jagriti, Fees, Steps
Claims up to Rs 5 lakh cost nothing to file at the Ernakulam consumer commission. How e-Jagriti works, who can file, and the two-year deadline.
If a shop, builder, airline or service provider in Kochi has let you down, you can take them to the District Consumer Disputes Redressal Commission in Ernakulam, and if what you paid was Rs 5 lakh or less, filing costs nothing. Since 1 January 2025 complaints are filed online through the national e-Jagriti portal (e-jagriti.gov.in), you do not need a lawyer, and you have two years from the problem to file.

Can I file a consumer complaint online at the consumer court in Ernakulam?
Yes. On 1 January 2025 the government folded the older e-Daakhil filing site and the commissions' case-management systems into a single platform called e-Jagriti, and that is where new complaints for every district, including Ernakulam, now start. You register, fill in the complaint, upload documents and pay any fee from home, and you can follow the case there afterwards.
Paper still has a physical address behind it. Kerala High Court filings list the Ernakulam district commission on Pullepady Road, Ernakulam 682017. The Consumer Protection Act, 2019 also lets you file in the district where you live or work, not only where the seller sits, which matters if you bought something from a Bengaluru company while living in Kakkanad.
Who is eligible to file a consumer complaint?
Anyone who bought goods or paid for a service for their own use. That covers a faulty phone, a flat handed over late, a hospital bill, an insurance claim refused, a coaching class that never ran. It does not cover goods you bought to resell or for a commercial purpose. Which commission hears the case depends on the amount you paid, not the compensation you ask for:
| Value of goods or service paid for | Where it goes |
|---|---|
| Up to Rs 50 lakh | District Commission (Ernakulam, for most Kochi cases) |
| Above Rs 50 lakh, up to Rs 2 crore | Kerala State Commission |
| Above Rs 2 crore | National Commission, New Delhi |
Flat purchases often cross the Rs 50 lakh line, so check the sale value before you file. If your complaint is about a delayed apartment, it is also worth reading our guide to checking a builder's project on Kerala RERA, which is a separate route.
What does it cost?
As of October 2026, under the Consumer Protection (Consumer Disputes Redressal Commissions) Rules, 2020, as amended in August 2023, district commission fees are:
- Up to Rs 5 lakh paid: no fee
- Rs 5 lakh to Rs 10 lakh: Rs 200
- Rs 10 lakh to Rs 20 lakh: Rs 400
- Rs 20 lakh to Rs 50 lakh: Rs 1,000
The portal calculates the figure when you enter the amount, so trust what it shows over any table, including this one.
How to file a consumer complaint online in Kerala?
- Try the helpline first. The National Consumer Helpline (1915) takes complaints and passes them to the company before anything turns legal. Complaints against companies that partner with the helpline go straight to them, and they are expected to respond within 30 days.
- Collect the paper trail. Bill or invoice, warranty card, screenshots of chats and emails, photos of the defect, and any reply you got.
- Register on e-Jagriti with your mobile number and email, choose Kerala and the Ernakulam district commission.
- Write the complaint plainly: what you bought, when, what went wrong, what you asked for, and what you want now (refund, replacement, compensation).
- Upload documents, pay any fee and submit. The commission decides whether to admit it, then issues notice to the other side.
The two-year limit runs from the day the problem arose. A late complaint needs a separate application explaining the delay, and the commission does not have to accept it.
Is it worth the effort?
For small claims, yes, mostly because it is free and you can argue it yourself. The Act sets a target of deciding a complaint within three months, or five if goods need lab testing, but treat that as an aspiration rather than a promise: hearings get adjourned and cases drag. What the commission does well is make companies take you seriously. LiveLaw has reported Ernakulam orders against a roofing firm, a furniture shop and a hearing aid centre, two of them with compensation on top of the refund.
