Getting a Driving Licence in Kochi: What It Costs and How Long It Takes
The Motor Vehicle Department charges under a thousand rupees for a driving licence in Kerala. The real costs are the wait for a test slot, the driving school package, and rules for the test itself that have changed twice in two years.
The government's share of a driving licence in Kochi comes to under a thousand rupees. What costs you is the calendar, the driving school, and a test whose rules were rewritten by a circular and then partly undone by a court. Here is the process on the department's own numbers.
What does a driving licence cost in Kerala?
These are the Motor Vehicle Department's published fees, using its own labels. A service charge of Rs 60 applies on top of most driving licence transactions, though the International Driving Permit carries Rs 220.

A first car licence comes to Rs 700 across the test and issue lines, before Form 7 and the service charge. Two lines are charged per class of vehicle, so adding a two wheeler applies the learner's issue fee and the driving test fee twice.
How long does it take to get a licence?
The sequence is fixed by rule rather than by how fast you learn:
- You clear the learner's licence test first. There is no way around it.
- The learner's licence is valid for six months, and valid across India.
- You must have held it for more than 30 days before you can take the driving test.
- A learner's licence cannot be renewed. If the six months run out, you start again.
Slot availability is the other half of the answer, and the sore point for years. A July 2026 circular raised the daily ceiling from 40 to 50 tests per office: 28 new licences, 20 re-tests, and two held for applicants with foreign or out of state employment or higher education. The targets are a learner's slot within three days of booking, a driving test within 30 days, a re-test within eight. It runs three months, subject to review, so treat it as a backlog-clearing push rather than the settled state.
What the court changed about the driving test
Most guides get this part wrong, because they work off a department page that has not been updated since.
The learner's test is the settled part. It is computer based, and the pattern changed on 1 October 2025: 30 questions instead of 20, 30 seconds each instead of 15, pass mark still 60 per cent, so 18 correct. Mock tests sit on the department's LEADS app, and clearing levels there earns a road safety certificate that exempts you from the pre-learner class. Fail, and you reappear on a later working day for Rs 30.
The driving test took longer to settle. Circular No. 4/2024, dated 21 February 2024 and in force from 1 May, added angular parking, parallel parking, zig-zag driving and a gradient test on separate tracks, and required the road test to be conducted on real roads with traffic. It also put conditions on the test vehicle: a bar on automatic and electric cars, an age limit on driving school vehicles, and compulsory dashcams and tracking devices. Driving school owners struck statewide and went to court.
The Kerala High Court partly quashed the circular in July 2025. Every one of the vehicle conditions fell, on the ground that regulating driving schools and their equipment belongs to the central government rather than to Kerala. Automatic and electric cars cannot be barred from your test, and the vehicle age, dashcam and tracker requirements no longer bind. The four ground test elements and the real-traffic road test were upheld, and have not been disturbed since.
Which leaves one irritation worth naming. More than a year on, the department's page lists only the old 8 track for two and three wheelers and the H for four wheelers, saying nothing about the four elements the court upheld, so it is at best incomplete. Its page titled New Driving Test - Instructions is a stub linking to a YouTube channel, describing no test at all. Ring your test centre and ask what you will actually be asked to do. For a safety test in 2026, that is a poor way to run things.
Which office is yours?

Live in the city proper and Kakkanad is your office, one more errand pulling everyone east into the IT corridor traffic.
What the fee table leaves out
The driving school, which is where the money actually goes. Package prices are a multiple of the departmental fees, so call three. Ask how many lesson hours are included, and whether the test vehicle and a retest are covered if you fail. That is where the quotes diverge.
The licence is the cheap part. Learning to drive here, where a private bus will take your lane as a matter of policy, is the expensive part. If you are still deciding whether you need one, the city's metro, ferry and bus network is now good enough that plenty never bother. More under Guides.
