Rabies vaccination is a prerequisite for the licence itself, which is genuinely in the interest of both your dog and your neighbours. Many government registrations in Kerala route through your nearest Akshaya centre, and it is worth asking there first if the corporation office queue puts you off. In practice, enforcement is patchy and most owners never file the paperwork. That does not make it optional. Carry proof of a recent rabies shot regardless, since it is the one document a vet, an apartment security guard or an airline will actually ask for.

Can my housing society ban my pet?

How do Kochi's heat and monsoon affect pets?

Kerala's monsoon runs roughly June to September, and the combination of heat and humidity, not the rain itself, is what actually causes problems. For open space rather than a table, Changampuzha Park in Edappally is one of the few municipal parks where dog owners regularly walk pets, though leash rules do get enforced, so check current signage.
