Since Department Circular 15/2022/PHQ dated 13 May 2022, Kerala Police issues a Non-Involvement in Offences (NIO) Certificate for domestic use, such as a job application within India, while a Police Clearance Certificate (PCC) is issued specifically for international use, such as a foreign visa, overseas job or long-term residency abroad. A further circular in January 2025 refined the domestic certificate's wording again, but Kerala Police portals and applicants still commonly refer to it as the NIO Certificate. How do you apply for a PCC in Kochi if you need one for abroad?

You register an account, apply for the PCC specifically (it is a distinct application type from a fresh passport), and the request is processed against your existing passport record with local police verification where needed.

How do you apply for an NIO certificate in Kochi for a domestic need?

For anything within India, you no longer ask for a PCC from Kerala Police, you ask for an NIO Certificate. It can be applied for online through the THUNA portal (thuna.keralapolice.gov.in) or the Kerala Police Pol App, or filed offline directly at your district police station, which registers it in the iCoPS system. You will need a photograph, an address proof (ration card, voter ID, Aadhaar or passport), an identity proof, and a document showing why the certificate is needed, such as an employer's letter. What does it cost, and how long does it take?

The NIO Certificate carries a processing fee of Rs 555, payable digitally if you apply online through THUNA or the Pol App, or through a treasury challan (TR 5 form) if you apply offline. In normal circumstances, district police chiefs or station house officers are expected to issue it within seven days of receiving a complete application. The finished certificate carries a QR code and your photograph, so anyone receiving it, an employer or an institution, can scan it to verify authenticity rather than taking the paper at face value.

The practical takeaway: check what the requesting institution actually asked for before you start. If the word visa or abroad appears anywhere in the requirement, go to Passport Seva. If it is a job, licence or admission inside India, go to THUNA. Filing the wrong one costs you the full week-plus turnaround twice over.
