Building Permit for a House in Kochi on K-SMART: Steps, Fees, Timelines
Houses under 300 sq m can get a same-day K-SMART permit in Kochi. Documents, fees from Rs 5 per sq m, timelines and the occupancy certificate step.
For most family homes in Kochi, a building permit no longer means weeks of waiting: a house under 300 square metres (about 3,230 sq ft) of up to two storeys can get a system-generated permit on K-SMART the same day the fee is paid, under the low-risk self-declaration route that went live in Kerala's municipalities and corporations on 1 April 2023. Under the fee schedule notified on 29 October 2025, a house of up to 80 sq m pays Rs 5 per sq m in a corporation like Kochi, and one of over 80 and up to 150 sq m pays Rs 20 per sq m. Bigger or trickier plans go through the normal route, where the rules give the Secretary 30 days to decide.

Who can apply for a building permit in Kerala?
The owner is the applicant, but in practice you cannot do it alone. Under the Kerala Municipality Building Rules 2019 (KMBR), which govern Kochi Corporation and the municipalities around it, every plan must carry the signatures of the owner and a registered architect, engineer, town planner, building designer or supervisor, who certifies the drawings. On K-SMART that licensee files the plan from their own login and the owner approves it. The one notable exception is economically weaker section housing built through government agencies, capped at 66 sq m, where a simple handwritten or typed application with a site plan and ownership papers is enough. If you are unsure whether your plot even falls under the Corporation or another body, our explainer on Kochi Corporation vs GCDA sorts out who handles what.
What documents are required for building permit in Kerala?
KMBR spells out the ownership proof, and your engineer prepares the drawings. Keep these ready before you meet the licensee:
- Title deed in the applicant's name
- Latest land tax receipt from the village office
- Possession certificate from the village office
- Site plan with survey number, plot boundaries, setbacks and access road width
- Building plan, service plan and key map, signed by owner and licensee
- Any NOC your location needs, for example near a railway line or airport
Kochi's backwater edges make one check matter more than elsewhere: the low-risk self-declaration requires you to confirm the plot complies with coastal zone rules and the Kerala Conservation of Paddy Land and Wetland Act, so settle that before paying for a full set of drawings.
The K-SMART steps, start to finish
- Owner and licensee both register on K-SMART (ksmart.lsgkerala.gov.in).
- The licensee uploads the plan, which is scrutinised automatically against the rules.
- The owner reviews and approves the application from their own login.
- Pay the permit fee online, plus a Rs 10 K-SMART digital charge added from April 2025 (fee table below).
- Low-risk houses under 300 sq m and up to two storeys: download the permit the same day. Others: wait for scrutiny and site inspection.
- Build within the permit's validity: five years; the Secretary can extend it once by five years, and a district committee can take it to a maximum of 15.
The fee cuts are worth knowing about. Kerala raised permit fees steeply in April 2023, rolled them back from 1 August 2024, and notified a revised schedule on 29 October 2025. House permit fees under the schedule notified on 29 October 2025:
| House size | Corporation (Kochi) | Municipality |
|---|---|---|
| Up to 80 sq m | Rs 5 per sq m | Rs 3.5 per sq m |
| Over 80 to 150 sq m | Rs 20 per sq m | Rs 17.5 per sq m |
| Over 150 to 300 sq m | Rs 70 per sq m | Rs 60 per sq m |
| Over 300 sq m | Rs 150 per sq m | Rs 150 per sq m |
Ask your engineer to confirm the slab for your plan before you budget.
How long does it take to get a building permit in Kerala?
On the low-risk route, the same day. On the regular route, KMBR Rule 13 gives the Secretary 30 days, counted after site approval, to grant or refuse. If nothing happens, you can ask the Council to decide, and if the Council also sits on it for 30 days, the permit is treated as granted. That fallback exists on paper; a good licensee who submits a clean file is the faster fix. Amendments in force since 29 October 2025 removed the old 7 metre height cap for self-certified houses and moved the site inspection to plinth level.
Completion and occupancy certificate
When the house is finished, you submit a completion certificate with drawings of the completed building. For a home of up to two floors and 150 sq m, the owner's signature alone is enough; larger houses also need the licensee's. The Secretary must then issue the occupancy certificate within 15 days, and if it does not arrive in that window, the rules let you proceed as if it had been issued. Banks look for this certificate, and once the house is occupied it also needs assessing for property tax on K-SMART.
