Kerala Wants a Piece of the Chip Boom. Where Kochi Fits

Kerala announced a Semiconductor Mission as part of its IT Vision 2031 draft. Here is what is actually a plan and what is built, and how Maker Village and Infopark fit the real picture.

Every few months there is a new headline about India and semiconductors, and every few months someone in Kakkanad forwards it around asking "does this mean us?" Kerala has now put its own name on the map with a Kerala Semiconductor Mission, part of a bigger IT Vision 2031 plan. Before anyone gets ahead of themselves: this is a state government drawing up a roadmap, not a chip factory breaking ground in Kochi. Both can be true at once, and the gap between them is worth understanding.

What has Kerala actually announced?

At the ReCode Kerala 2025 event on October 28, 2025, Chief Minister Pinarayi Vijayan released a draft Vision Document covering the state's IT, electronics and semiconductor ambitions through 2031. It proposes new bodies including a Kerala Semiconductor Mission, a Kerala Artificial Intelligence Mission (K-AIM), and a Kerala Future Tech Mission. The attached targets are large: five lakh IT-sector jobs, a 10 percent share of India's IT market, and a steep jump in the number of Global Capability Centres operating in the state, an angle we covered in more depth when Kerala first laid out its push for more Global Capability Centres by 2031. (Different Vision 2031 documents have quoted different GCC targets, so treat any single number here with caution.) The state's IT department has since also been rebranded as "Kerala Tech," a separate move announced in August 2026 to match the pitch.

Read that list again: it is a draft document with proposed bodies and round numbers for a target year five years out. As of August 2026, it is not a funded, staffed mission with a chip lab attached to it. That distinction matters more here than in most policy stories, because semiconductor plans are unusually easy to overhype.

Does Kochi actually have a chip factory?

No. Nothing in Kerala, or anywhere in South India for that matter, fabricates silicon wafers as of August 2026. India's semiconductor manufacturing that has moved past announcements into operating plants sits in Gujarat and Assam: Micron's assembly and test facility in Sanand, Gujarat has begun commercial output, and Tata Electronics runs a chip assembly and test plant in Jagiroad, Assam. Tata's bigger bet, a wafer fabrication plant in Dholera built with Taiwan's PSMC, is still under construction, and Tata separately signed an agreement with ASML in May 2026 to work toward India's first front-end fab. None of that is in Kerala, and none of it is finished.

Nationally, the Union Budget for 2026-27 launched India Semiconductor Mission 2.0, raising the outlay for electronics component manufacturing to Rs 40,000 crore, aimed at equipment, materials, homegrown chip IP and supply chains rather than one new fab. Kerala's own mission is meant to plug into that push mainly through skilling, design services and component work, not wafer fabrication, which needs capital, land, power and water infrastructure Kerala has not built for that purpose.

So what does Kochi actually have today?

This is where the story gets more honest, and more interesting. Kochi is not building fabs, but it has spent a decade putting together pieces a chip-design and hardware ecosystem needs.

  • Maker Village, at the Kerala Startup Mission's Integrated Startup Complex in Kalamassery, is India's largest hardware and Electronics System Design and Manufacturing incubator, running since 2015 with around 80 resident hardware startups in IoT, robotics and embedded systems.
  • Infopark Kochi, spread across 323 acres with more than 500 companies and tens of thousands of employees, is overwhelmingly an IT-services and software campus. That gives the region software and embedded-engineering depth, but it is not a semiconductor design cluster the way Bengaluru's VLSI corridor is.
  • Engineering colleges across Ernakulam keep feeding both with electronics and computer science graduates, the one input a chip-design ecosystem cannot do without.

That mix, design talent plus a hardware incubator plus an IT-park economy, is a real foundation for chip design services and component work. It is not, on its own, a foundation for a fab.

Is any of this likely to land on schedule?

Kerala's 2031 targets read like most state tech visions: big round numbers attached to a launch event, with the harder details, land, power, private investment, left for later documents. That is not a knock unique to Kerala; national semiconductor targets have slipped before too. The realistic version of this story is that Kochi's near-term gains will come from chip design services, component assembly and hardware-startup growth flowing out of Kakkanad's existing tech belt, not a fabrication plant landing in Kerala. If the Kerala Semiconductor Mission does for chip design what the Kerala Startup Mission did for hardware startups a decade ago, that is worth watching. Treating it as a chip-manufacturing announcement gets ahead of what has actually been signed, funded or built.
