How to Register to Vote in Kochi: Form 6 and the New ECI Portal

You need to be 18 by one of four qualifying dates each year, not just 1 January, to register as a new voter in Kochi, and the portal you now register through is not the one most people remember either. The National Voters' Service Portal, NVSP, has been migrated to the Election Commission's new Voters' Services Portal at voters.eci.gov.in, and old NVSP logins carry over.

Who is actually eligible to register?

You qualify if you are an Indian citizen who ordinarily lives in the constituency you are enrolling under, and you turn 18 by one of the year's four qualifying dates: 1 January, 1 April, 1 July or 1 October. This four-date system replaced the old single 1 January cutoff after a 2021 amendment to the Representation of the People Act, specifically because the old rule left out anyone who turned 18 later in the year and made them wait months to register. If your birthday falls after 1 January, you are very likely still eligible sooner than you think, so check the next qualifying date rather than assuming you have to wait for the new year. Residency trips people up more than age: if you have moved to a different part of Kochi since you last voted, you need to update your address through a correction or transposition request rather than assuming your old registration still applies where you now live.

Where do you actually apply now that NVSP has moved?

The Election Commission has consolidated its voter services onto voters.eci.gov.in, and this is now the portal to use, even though NVSP is still the name most people search for out of habit. Kerala's Chief Electoral Officer's own site links out to the same national portal for enrolment, corrections and transposition, so there is no separate Kerala-specific application system to worry about. If you would rather not do this online, Ernakulam's district electoral office, reachable through the CEO Kerala website's Ernakulam section, handles the same Form 6 applications in person through the local Electoral Registration Officer.

What documents does Form 6 need?

Form 6 asks for proof of age, proof of your current residential address, and a recent passport-style photograph.

• Age proof: birth certificate, 10th standard certificate, PAN card, Aadhaar card or passport
• Address proof: Aadhaar card, a recent utility bill, bank passbook, rental or lease agreement, ration card, or passport
• One recent, colour, passport-style photograph in the prescribed format

You do not need every document on both lists, just one valid option from each category, uploaded as clear scans if you are applying online.

How long does registration actually take?

Budget two to four weeks. Some applications clear faster, with approval sometimes coming within roughly 15 days once your local Electoral Registration Officer verifies the details, but the timeline depends on how much verification your particular ward requires and how backed up the local office is around election season. Applying well before you actually need to vote, rather than the week an election is announced, avoids the scramble.

What if you need to update or correct an existing entry?

The same voters.eci.gov.in portal handles more than new registration. If your details are wrong, you file a correction; if you have moved within Kerala, you file for transposition of your entry to the new address; if someone should be removed from a roll, such as after a death, that is a separate deletion form. Kerala runs all of these, including corrections and transpositions, fully online, so there is rarely a good reason to make a special trip to an office unless you are missing a required document. Kerala also went through a full Special Intensive Revision of its electoral rolls over the 2025-26 cycle, with the final roll published in February 2026, so if you registered or corrected an entry during that window it is worth double-checking your name against the current roll on the portal rather than assuming nothing changed.
