Income, Caste and Nativity Certificates in Kochi: The e-District Guide

Income, community (caste), nativity and residence certificates in Kochi all come through Kerala's e-District system. At an Akshaya centre, the published charge for a general applicant is Rs 25 (Rs 18 Akshaya service charge plus Rs 7 government charge) plus Rs 3 a page for scanning and printing, and the Akshaya service listing sets a time frame of 3 to 6 days for most of these certificates. Which certificate do you actually need?
These are the four that Kochi families end up chasing most, usually for school or college admissions, scholarships and job applications. Time frames and documents are as published on the Akshaya portal's e-District service pages.

Two others come up often. A one and same certificate declares that two spellings of your name belong to the same person, which matters when your school certificate and Aadhaar disagree; it takes 5 days. A legal heir certificate, needed for a family pension after a death, is slower: 15 days after a 30-day objection window that starts when the notice is published in the Gazette. Validity varies. The Akshaya listing gives the income certificate a year from issue and the community certificate three years, so an income certificate from last admission season will not carry over.
How much does it cost?
- General applicants at Akshaya: Rs 18 Akshaya service charge plus Rs 7 government service charge, plus Rs 3 per page for scanning and printing.
- SC and ST families: Rs 10 plus Rs 2 per page.
- BPL families: Rs 20.
- Residence certificate exception: the Akshaya listing instead says SC and ST families skip the stamp and government service charges, and BPL families skip the government service charge.
- Applying yourself online: the government fee for the service, plus bank or payment gateway charges, according to the e-District portal.
Either way you are paying well under Rs 100 for a typical certificate. Anyone at an Akshaya counter asking for several hundred rupees to "speed it up" is not charging you the published rate.
How many days to get an income certificate in Kerala online?
The Akshaya service listing sets 6 days from the date of application for an income certificate. That is the target, not a promise, and in practice it often takes 7 to 15 working days: the certificate is issued by the Village Officer or Tahsildar, depending on the case, and the village office has to verify what you have declared. In admission season, when every student in the taluk needs one, build in at least three weeks before any deadline. Students applying through the PSC should line this up alongside their Thulasi one-time registration.
Can I download the income certificate online?
Yes. Once the certificate is approved, log in to the e-District portal and download it as a PDF. The portal has a QR-based certificate verification page, so a college or employer can check the document is genuine without asking you for a stamped paper copy.
Should you apply yourself or go to Akshaya?
The e-District portal requires a one-time citizen registration linked to Aadhaar, so nobody can register twice. After that you fill the form, upload scans and pay online.
Our honest advice: if you already have clean PDF scans of your ration card and certificates, apply yourself and skip the queue. If you do not, the Rs 18 Akshaya charge is the best money you will spend all week, because a rejected upload costs you far more time than it saves.
